The 0999 VIP number plate has no single national price. In Delhi, the reserve price for four-wheelers is Rs. 1 lakh, while Maharashtra's notified fee for 0999 is Rs. 2.5 lakh. Where more than one buyer wants the same number, the final price is decided by bidding on the Parivahan e-auction portal.

You apply through the Parivahan online auction by paying a Rs. 1,000 non-refundable registration fee plus the reserve price as a refundable deposit. Your minimum budget is the reserve price set by your state; anything above that depends on competing bids.

The reserve is where bidding starts, and three things decide how far above it the number ends up.

• Your state and RTO: This sets the floor before anyone bids. The same 0999 starts at Rs. 1 lakh in Delhi and Rs. 2.5 lakh in Maharashtra, and metro RTOs such as Delhi, Mumbai, Bengaluru and Hyderabad tend to draw more bidders than smaller ones, which is why a number in a low-demand RTO can close near its reserve.


• Series timing: A fresh series opening, or a festive period such as Diwali or Navratri when luxury car purchases peak, tends to bring more serious bidders for premium numbers like 0999.


• How many people want it: After a 3-day registration window, bidding runs for 2 days. In Delhi, bids rise in steps of Rs. 10,000 for Categories A to D and Rs. 1,000 for Category E, so if five serious bidders want the same 0999, the price can climb quickly within hours.

What You Actually Pay for a 0999 Number Plate

The winning bid is not the only cost, so it helps to separate what is refundable from what is not. The Rs. 1,000 registration fee is non-refundable even if you lose. The reserve price you deposit (Rs. 1 lakh for 0999 in Delhi) is refunded if you do not win, and if you do, your balance is the winning bid minus that deposit. Road tax and the HSRP plate fee are separate, vary by state, and are worked out on the vehicle, not on the cost of the number.

Practical budget estimate: Start from your state's reserve price, which is Rs. 1 lakh in Delhi and Rs. 2.5 lakh in Maharashtra, and keep a cushion for bidding, since competing bidders set the final price.

Note for insurance and vehicle buyers: The cost of a fancy number plate does NOT affect your IDV (Insured Declared Value) or car insurance premium. Your car's insurance is calculated on the vehicle's market value, not its registration number. The plate cost is a separate, non-insurable expense.

The allotment letter that follows is valid for 90 days in Delhi (check the validity printed on yours in other states), and you use it to register the vehicle and fit an HSRP plate.

One caution worth repeating: fake apps and agents claiming to bypass the auction have circulated on WhatsApp. Book only through fancy.parivahan.gov.in and never pay anyone directly.

Can You Move 0999 to a New Car?

Yes, in most states. A fancy number is linked to the owner rather than the vehicle, so you can apply for retention before selling or deregistering the old car and assign the number to a new one within a state-defined window. Miss that window and the RTO can cancel the number and send it back to auction with no refund. Direct resale to another person is not allowed in most states, although Maharashtra now permits transfer to immediate family members (spouse, son or daughter).
